2009 Soccer Tournaments Rules and Regulations

The Chicago World-Cup is a FrenchInChicago.com event, organized in partnership with the Windy City Wanderers FC.

1-Responsibility
By signing the tournament roster when they check-in, all players will acknowledge that:
- they have read these tournament rules.
- the ChicagoWorldCup LLC, its organizers and its volunteers cannot be held responsible or sewed for any physical or medical injury nor for any theft
or damage of any personal belongings that could happen during the tournament.
- the players names and addresses can be released to a maximum of two sponsors of the Chicago World Cup for mailing purpose only.
2-Documents
A signed roster including the post mail and e-mail address of each player is required to participate in the tournament and to be eligible for prizes and
gifts. The roster will be used as medical release/waiver form for each player and should be in the captain’s possession at all times during the
tournament.
3-Teams, Players and Substitutes
A maximum of 11 players (6 players on the field + 1 goalkeeper + 4 subs) can be listed on the rosters.
For Coed Teams, at least 2 girls must be on the field at anytime of the game and a minimum of 3 girls must be listed on the roster.
Players cannot switch teams during the tournament.
All players must be over 18 years old.
During the games, substitutions can be made on the fly at any time.
4-Games
The games will be made of 2 halves of 12 minutes except for the Consolation Bracket of the Men’s 1st division where the games will be made of 2
halves of 8 minutes.
5-Equipment (Shin guards, uniforms, balls, field)
Shin guards are mandatory. Players without shin guards will be asked to leave the field temporarily during a game in order to get some.
Outdoor soccer balls (Size 5) will be used for all games.
Every team must bring 2 sets of shirts, uniforms or jerseys to the tournament. The sets must have different colors.
Numbers are not required on the shirts, uniforms or jerseys but will be printed on Tournament wristbands for card and goals records..
The tournament will be played on outdoor turf fields, half size.
6-Tournament Game Rules and Fouls
FIFA rules apply except for the Special rules listed in section #7.
Flagrant fouls will not be tolerated. Referees will red card serious offenses.
Protests to referees are not allowed and will be yellow or red carded.
Red Card:
Player must leave field and may not return to the game. The team will play short a player for the duration of the game.
The red carded players must sit out of the next game.
Yellow Card:
A second yellow card to a player in the same game becomes a red card.
Group stage: A second yellow card to player in another game will prevent the player from playing the following game.
Playoffs: A second yellow card to player in another game will prevent the player from playing the following game. A single yellow card from the group
stage does not carry over to the Playoffs rounds.
7-Specific Rules
The Off-Side rule does not apply.
Slide tackles are not allowed.
All free kicks are direct. Opponents must line up 10 feet / 3 meters from any free kick.
Kickoffs are indirect kicks, and can go backwards. Team listed first on the event program will have the kickoff.
8-Standings, Qualifying
Groups Stage:

Win = 3 points, Tie = 1 point, Loss = 0 points.
The top 2 teams of each group advance to the Playoffs rounds
The bottom 2 teams of each group are transferred to the Penalty Kick tournament
----Tie-breaking procedure:
1) Winner of head to head game.
2) Group Goal Differential.
3) Most goals scored.
4) Fewest number of red cards.
5) Fewest number of yellow cards.
6) Penalty Kick contest: 5 shoots for each team (Golden PK in case of tie after first 5 PK).
Playoffs Stage:

The winner at the end of the game advances to the next round

9-Miscellaneous
Each captain is responsible for the behavior of his or her team, captains, and his spectators.
Any players, captains, or spectators demonstrating conduct not in accordance with the spirit of the tournament, or legal regulations will be evicted.
Misconduct by players during breaks between games will also lead to expulsion of their team.
10-Cancellation Policy:
A cancellation fee of 30% of the entry fee will be applied if cancellation occurs more than 3 days prior to the tournament.
A cancellation fee of 60% of the entry fee will be applied if cancellation is required 3 days or less prior to the tournament.
ChicagoWorldCup organizers may update the rules above at any time. Teams captains will be informed of any change.
